Some foreign students have already been waiting for more than a year, and it is not reasonable to let them just apply for COE on a normal schedule but not issue visas.
It is also unreasonable to not accept students from countries that send students from Japan.
There is no clear rationale for these actions, and no guidelines on how to open the borders in the future, despite the fact that so much time has passed.
It is like exposing Japan’s dishonesty to the world. Even after the corona disaster, Japan’s entire inbound industry will not be able to recover.
The infection is now occurring within Japan. We are not in a phase where we only need to prevent inflow from overseas. In addition, vaccinations should be well underway by autumn. Based on our experience, I think we are at a stage where we need to take sufficient countermeasures against infections to keep the economy going.
The Japanese people will not have the strength to overcome the economic damage caused by the corona disaster and the forced hosting of the Olympic Games if things continue as they are.

What we accomplished by aiming for a plan of 300,000 foreign students in 2020 in order to make Japan more open than the rest of the world, has now become the exact opposite of our stance. I hope that the Japanese government will not cut off the wishes of those who wish to study in Japan, and also seriously consider how much of an impact their power will have on the future of Japan.

If things continue as they are, Japan’s future will never open up, leading to a further decline in national power. In addition to learning the Japanese language, Japanese language schools have been teaching Japanese lifestyles, and universities and vocational schools that have been working toward globalization will be in danger of losing their viability. I believe that the easing of immigration restrictions should be implemented as soon as possible.

There are many international students that are applying nowdays and everyday there is some student that asks us about “when can I enter Japan”? Other countries in the world are accepting international students. Why only Japan doesn’t? On top of that, there has been no support or communication from the Japanese government International students are contacting us everyday, not just because they want to enter the country as soon as possible, but also because it is unthinkable for people from other countries to deal with foreign students in such a neglectful manner.

I believe that it is necessary to constantly promote interaction and mutual understanding between various people in Japan and around the world.

If you check whether you have been vaccinated, or if you have not been vaccinated, you can prevent the infection by taking proper measures such as taking quarantine measures for two weeks after coming to Japan.

I participated in an online event the other day and was exposed to the series of procedures to study abroad and the current situation that can affect the lives of international students on a waiting list, and I strongly felt that their entry into Japan should not be postponed any longer. Of course, it is a prerequisite to take safety measures in Corona, but there are many people around the world who wish to study in Japan who are waiting to enter the country, and this is not only damaging their career paths and life plans, but also hindering the development of human resources who will become the core of Japan’s future globalization and the sustainable growth of the socio-economy of Japan and other countries around the world. Therefore, I believe that the entry of foreign students into Japan should be promoted as soon as possible. If there are concerns about safety, there is room for consideration of specific methodologies, such as implementing entry in stages or attaching certain conditions.

The key point is to take measures to prevent the spread of infection. Vaccination with two doses of corona vaccine before coming to Japan, adherence to the residence track after coming to Japan, and the school’s response and system in case of a positive case (how to follow up in case the student is treated at home, etc.). If the school has a system in place, they may be allowed to enter the country.

Other countries are already accepting foreign students, and many Japanese students are still leaving for overseas. The vaccination rate in Japan was 49% for those who completed the first dose and 38% for the second dose as of August 10, and the rate will be higher by October. The impact of foreign students not being able to enter Japan for two years could have a huge impact not only on Japanese language schools, but also on universities, vocational schools, businesses, and Japanese society in the future! I would like to help those who have been waiting for a long time to enter Japan to enter Japan as soon as possible. Even though we live in an age where we can easily obtain information about the world through the Internet, there is still an overwhelming difference in the amount of information about Japan available to foreign students in Japan and those who wish to study abroad. “Even though Japan is under a state of emergency and people are forced to refrain from living in Japan, I believe that even being in Japan and feeling the cramped atmosphere of Japan is a good stimulus for international students. After all, being in Japan, which they have always wanted to come to, is in itself a very happy thing for them. Being in a country that they have loved and admired for so long must be a very happy thing for them. Even in the restricted life, we can feel Japan, and we can come in contact with various information because we are in Japan. And I believe that this will make the life of international students more fulfilling once the Corona disaster is over and normal life has begun. International students who want to come to Japan at this time of the year must really like Japan and have a strong desire to study in Japan. I am convinced that people with such a strong desire to study in Japan will become valuable human resources for Japan in the future, connecting their countries with Japan. I hope that Japan will open its doors to such people.

Just as the 2020 Olympic Games were successfully closed without affecting the spread of corona in Japan, international students can enjoy international student programs without posing a threat to Japan by implementing appropriate immigration, quarantine, and inspection. Furthermore, the international students who are targeted for entry into Japan are those who are interested in and have a good feeling about Japan. If we don’t take care of these people, who will we take care of? I don’t want to hear any more of their voices that the travel ban is giving them. I think that we should open the door for overseas students to enter Japan as soon as possible.

Many students have already waited more than a year and their lives have come to a standstill. The negative impact on their mental health is also significant. In the midst of all this, many of us have family and loved ones in Japan. Japan needs foreign students to remain an internationally influential country in all aspects of economy, culture, and academia. International students are not the cause of the spread of the infection. Please allow international students to enter the country.

Teacher, Tomoko Takiya

Those who wish to study in Japan have been waiting for a long time, and precious time of their lives is being lost every moment. I believe that the right to study should be protected to the fullest extent. International students are important human resources who serve as a bridge between Japan and other countries, and it is important for the future of Japan to take care of those who wish to study in Japan. I fear that many people will give up on studying in Japan if they are not allowed to enter the country any more.

It is understandable to restrict entry into Japan as a waterfront measure to prevent corona infection. However, there is another side to this, which is that the Japanese economy will not be able to run on its own, and I think the country is struggling between the two. The same applies to the risk of infection in Japan, where on the one hand, they are putting the brakes on the flow of people, and on the other hand, they are stepping on the gas pedal to not restrict economic activities. I understand that this is the only way. Foreign students are now an indispensable part of Japan. For example, they send out information about Japan in a favorable light to their home countries. They themselves are pro-Japanese, but they are also helping to increase the number of pro-Japanese people in their home countries. This is a very good thing for the economy and international politics. In addition, they are contributing to the labor shortage in the industry as part-time workers. International students themselves are both producers and consumers. The corona scourge will not end easily. However, I think it would be a good idea to seriously consider imposing rules on foreign students and the schools that accept them that would reduce the risk of infection, and to allow only “appropriate schools” that strictly adhere to these rules to accept foreign students. In order to achieve the goal of enrolling students in April for the new school year, I believe that the new entry restrictions should be relaxed for international students in October.

There are already students who have been waiting for more than a year to enter Japan, and if the restriction on entry is prolonged any longer, it will further disrupt the students’ life plans. I believe that if the rules before and after entry into Japan are strictly enforced, the spread of infection due to the entry of international students will not occur. In the current situation where Japanese people are able to go abroad to study and even return to their home country temporarily, it is strange that we do not accept international students. If the restrictions continue, we may lose the valuable people who have chosen to come to Japan, and this will lead to the deterioration of Japan’s image.

When privately-financed international students enter Japan, we have a firm system of acceptance based on strict rules, and this does not affect the spread of corona infection. If the entry restrictions continue, it is obvious that many students will give up on studying in Japan. Those students who are willing to study Japanese in Japan and turn it into their future dreams are a treasure for our society. I hope that Japan, just like other countries, will not play with foreign students any longer and will firmly show its policy on accepting them.

Assistant Principal, Okayama Institute of Languages

If the PCR test and two-week waiting period are strictly enforced, I don’t think it will affect the spread of infection, but it is necessary to create a system to enforce this. If you think about the role that foreign students play, you will understand how important it is for Japan, because while the G7 and other developed countries are promoting the entry of foreign students into Japan, if Japan does not come up with any guidelines for the future, it will be abandoned by the foreign students of the world and leave behind a big root of misfortune in the future.

As long as quarantine measures are thoroughly implemented, there will be no direct impact on the spread of infection.

I hope that they will not turn the joy of being granted eligibility to study abroad in Japan into sadness and frustration. The Olympics just happened to be held in Tokyo. There are many students who wish to study in Japan and have been waiting for a year to come to Japan. As was the case when they were allowed to enter Japan temporarily in October last year, they come to Japan with a firm determination to study abroad with coronary heart disease, so they take proper measures, such as completing PCR tests and vaccinations before and after their trip, refraining from going out in accordance with regulations after their arrival in Japan, and refraining from going out when it is not necessary. I feel that the reason and rationale for restricting the entry of foreign students itself is vague. Rather than restricting the entry itself, I would like to ask for permission to enter the country after taking proper measures to reduce the risk of infection before and after entry.

Employee, Intercultural Institute of Japan

If they are doing PCR tests, etc., they are considered to be the same as Japanese. Currently, there is a need for foreign personnel in various industries. Also, for the development of Japan, it is very important to have a different way of thinking from that of foreigners.

Teacher, Kyoshin Language Academy

Japanese Language School

Continuing to restrict entry into Japan will of course mean that Japanese language schools will continue to face a difficult situation, but it will also go against the wishes of young people who want to study in Japan, and I believe that this will eventually lead to Japan not being chosen as a place to study. It is clear that Japan will have to rely on foreign human resources, and foreign students play a very important role in this. The delay in lifting the current entry restrictions will have an impact for many years to come. I believe that Coronation Dam will be able to accept international students as long as it takes measures to prevent the waterfront and the schools that accept them support them well.

Although the coronavirus disease is not coming to an end, other developed countries are accepting students from abroad. If Japan continues to restrict the entry of students, the number of people who want to study in Japan will decrease, and in five to ten years, when we need to coexist with foreign people even more than now, the number of people who will look to Japan will decrease. If the international students and the receiving side take proper measures, I don’t think it will have a direct impact. Some international students may only have the chance to study in Japan now due to time or financial reasons. Employee, Shinjuku Japanese Language Institute

I think that if positive cases are identified and isolated upon entry, the infection will not spread, but I think that the current measures are inadequate in some areas, such as isolation areas and behavioral restrictions. However, I think that the current measures are inadequate in some areas, such as quarantine areas and behavioral restrictions. It is hard to say without data such as how many infected people were found during the 14-day waiting period after entering the country from abroad. There are many students who are waiting from April 2020. Each student’s situation is different, but not many students have two years to live in their own lives. If it is not possible to enter Japan in October, the next consideration will probably be to enter Japan in April 2022. Furthermore, with the current infection situation, there is no guarantee that they will be able to enter the country. Since we have had the experience of being able to enter the country in October 2020, I believe that there are a great many students who are hopeful that they will be able to enter the country in October 2021. If entry is not eased here, many students will feel psychologically hopeless. There is a limit to how long we can wait without a deadline. Without early easing of entry, it is easy to imagine that many students on the waiting list will inevitably be cancelled and new applications will be affected. For this reason, we strongly hope for the easing of entry in October 2021.

As mentioned in the main purpose of this seminar, Japan is the only country in the G7 that does not accept new international students, and the situation is almost the same in other Asian countries. In spite of the fact that Japan has set stricter conditions than other countries, such as PCR inspection and 14-day waiting period for new arrivals, the impression that the influx of foreign students is “dangerous” is completely unfounded (in fact, people living in Japan who do not follow the rules are much more dangerous). (In fact, people living in Japan who do not follow the rules are much more dangerous. For example, Japan’s popularity as a study destination in Southeast Asia is generally fifth or lower, behind Europe, the United States, and other Asian countries. One of the reasons for this was the high hurdles involved in applying for a student visa, but starting with the October 2021 intake, some of the application requirements have been relaxed. I believe that one of the purposes of this was to promote the globalization of education by accepting excellent students, to improve the quality of education, and to secure excellent researchers and business people for the future by promoting study in Japan. As a background, the hurdles for studying abroad in Asian countries are generally much lower than those in Japan, and this was a wise decision in the midst of the continuing trend of outflow of excellent human resources who are interested in Japan to other countries, but it is clear that this is a waste of a well-intentioned measure and will cause fatal damage to Japan in the future. At present, Japanese language schools are in a critical situation, but it is obvious that higher education institutions will soon sink and Japan’s major industries will be hollowed out in the near future. I am very concerned that if we don’t take action now, Japan will become a nation that is too presumptuous to be called a G7 nation.

Teacher, Taeko Nakamura

Students who wish to study abroad have plans for afterwards. They may have to quit their jobs in their home countries in order to study abroad, or they may have to forgo finding a job after finishing school, and this is a matter of life for the prospective student. The longer the delay in studying abroad, the more likely it is that the number of students who wish to study abroad will decrease, which in turn will lower the reputation of the Japanese government in the long run.

Teacher, Osaka YMCA

If the entry of students into Japan is not promptly adjusted to the time of their new enrollment, the number of foreign students in Japan will further decrease and interest in Japan will wane. International students who are planning to enter vocational schools or universities in order to work in Japan in the future have been waiting for more than six months to enter the country. We believe that this is necessary so that those who wish to study abroad with a sense of purpose will not give up on their dreams because they cannot enter the country. Also, if the institutions that accept them were to enter the country all at once next spring, the quality of education could also decline. Studying abroad is a big part of each individual’s life, but to make students wait for a long time to study abroad without knowing when they will be able to enter the country may deprive them of their future. If the period of inability to enter Japan continues, there will be many people who will lose the opportunity to study abroad forever, or there may be people who have already lost it.
